It isn't quarantined....
There are some countries that have banned all flights going to and from Mexico...
And in Mexico they have made it so that restaraunts are only open for take-out or delivery. They are trying to reduce the chances of large groups getting together and spreading the swine flu.
As far as I've read there is no quarantine YET
